The proposal calls on the American Psychological Association to design, build, and deploy a free, globally accessible, lifespan-spanning educational system — the Global South Psychological University (GSPU) — integrating seven domains of human formation into a single coherent institution.
The world is at a civilizational inflection point. Artificial intelligence is advancing faster than humanity's moral, psychological, and educational formation. The OECD confirms a 23.1 percent contraction in official development assistance in 2025 — the steepest annual decline on record. UNESCO projects aid to education will fall by one-quarter by 2027. UNICEF warns that funding cuts could push six million more children out of school. Simultaneously, the McKinsey Global Institute estimates that generative AI could automate work activities currently absorbing up to 30 percent of hours worked globally by 2030, with the steepest displacement risks concentrated among low-wage workers in the Global South.
Into this moment, GSPU offers a singular response: not a project, but an institution — chartered by APA, governed in partnership with Global South educators, and grounded in psychological science as the discipline most directly equipped to study how human beings form, flourish, recover, and adapt.
Why this proposal, why now.
This proposal demonstrates APA's divisional, training and pedagogical expertise as the scientific and institutional foundation on which a global system of human formation — designed for the age of artificial intelligence — can credibly be built.
Three convergent realities compel action
The Financing Collapse
OECD 2025 figures show official development assistance falling at the steepest annual rate on record. INEE reports over a quarter of education organizations have absorbed budget cuts of 41% or higher. Direct support to learners has been hit hardest.
The AI Disruption
Generative AI is reshaping labor markets, identity formation, civic discourse, and developmental trajectories — particularly for children and young adults. Brookings finds foundational learning, teacher training, and workforce development as the most pressing 2026 issues.
The Question Behind the Question
The proposal does not ask whether the Global South needs more schools. It asks: what kind of human formation is required to flourish in an age when algorithms shape attention, when identity is increasingly outsourced to predictive systems, when work is being automated, and when traditional aid is collapsing?
Three scientific pillars. One institution.
The intellectual foundations of GSPU rest on three pillars: the divisional expertise of the American Psychological Association, the empirical and labor-market research of the McKinsey Global Institute, and the global education scholarship of the Brookings Institution. Together they constitute the scientific, economic, and pedagogical evidence base on which the institution is built.

GSPU mobilizes sixteen APA divisions — Developmental (7), Society of Counseling Psychology (17), Educational (15), Industrial-Organizational (14), Trauma (56), Peace (48), International (52), Indigenous (45), Religion & Spirituality (36), Women (35), Family (43), Children & Adolescents (37), Society for Community Research & Action (27), Public Service (18), Public Interest (9), and Society for the Psychological Study of Social Issues (9) — each nominating a Faculty Fellow with curricular authority.
McKinsey Global Institute
MGI's labor-market research provides the economic scaffolding: which work activities are being automated, which skills retain value, where the steepest displacement risks are concentrated, and how Global South workforces can be re-skilled to thrive alongside AI rather than be displaced by it.
Brookings Institution
The Center for Universal Education's post-2030 research, conducted across six continents under Rebecca Winthrop, supplies the pedagogical evidence base: foundational learning, breadth of skills, family engagement, teacher development, and the integration of EdTech and generative AI in classrooms.

Economic Mobility & Workforce
Credentialed pathways aligned to the AI-augmented economy — addressing the 30% automation horizon identified by MGI, with re-skilling and entrepreneurship tracks.
Violence Prevention & Community Flourishing
APA Division 48 (Peace) and Division 56 (Trauma) science applied to community-level violence reduction, conflict transformation, and post-conflict recovery.
Cultural & Contextual Adaptation
A Council of Indigenous and Global South Scholars holds cultural authorship veto. Regional Leadership Councils govern each deployment. No model is exported without local co-design.
Governance, Partnerships, Sustainability
Chartered by APA as a separate 501(c)(3) Foundation with APA scientific oversight. Four-stream sustainability: foundations, government/multilateral, executive ed cross-subsidy, endowment.
